Skills

Primary and Secondary skills are performed at a trained level.  There are no differences in the skills ability (two people trained to fire a gun are assumed to be equally as good as each other) the difference is how well someone's training takes over under duress.

Each character has 2 primary skills

Primary skills can be executed under extreme duress without fault.  You ability is as instinctual as it is to squint your eyes when you come from a dark room.  You are only limited by resources as to how many times you can use this skill.  Your gun still won't fire if your run out of bullets.

For skills that require resources it is important to provide phys. reps.  You might have a gun which uses caps, or a bag of bandages for first aid.  You should consider the rarity of some items (such as ammo for a gun) and also that your character is going to a formal dinner.  Why would they be carrying half a supply cabinet of first aid!

Each character can have 5 secondary skills

Although your character is able to perform these skills under normal circumstances, you require a level of concentration difficult to achieve under fire.  This level of concentration limits your skill to a number of times a day (resources permitting).  You can choose the same skill more than one to gain the extra uses.

Characters are assumed to have untrained skill in other fields (as appropriate), Driving, Reading, etc. but wouldn't be able to perform these skills under pressure or to the same level as someone who is trained.
